Common Causes of Shipment Delays

Reduce avoidable delays by checking documents, classification, approvals and handovers before arrival.

What this guide explains

Not every delay can be prevented. Weather, carrier changes, port or border conditions, inspection decisions and authority processing can affect a shipment.

But many avoidable delays begin earlier—with unclear information, missing approvals or documents that were not checked before dispatch.

What to prepare earlier

The product description is too vague

Descriptions such as “parts,” “equipment,” “samples” or a brand alone may not support classification and regulatory review. Prepare a plain-language description, intended use, material or composition, model number and technical sheet where relevant.

The HS classification has not been reviewed

A supplier's code may be a useful starting point but is not automatically final for Jordan. Review the classification using the official Jordan Customs tariff tool and resolve material uncertainty before dispatch.

The documents do not agree

Different names, quantities, weights, origins or descriptions across the invoice, packing list, certificate of origin and transport document can require correction. Complete one cross-document check before final issue.

A product approval was discovered after dispatch

Some products require a licence, registration, test report, inspection, sampling or authority approval. Search by the exact commodity and confirm the responsible authority before booking.

Declaration preparation starts too late

Jordan Customs encourages pre-arrival declaration. Send the clearance file and authorization as soon as reliable documents are available so preparation can begin before arrival where applicable.

Inspection or testing was not included in the plan

JSMO and other authorities may inspect or test regulated goods. Identify the authority, supporting documents, testing possibility and effect on cargo handling before arrival.

Carrier, terminal or delivery handovers are incomplete

Delivery orders, handling charges, terminal processes, vehicle planning and exit permits can affect physical release. Assign responsibility for every handover from arrival to final delivery.
